Acknowledging that “there’s a lack of union in the European Union,” Jean-Claude Juncker, the president of the European Commission, proposed that the migrants be distributed as part of a quota system.
quota [|kwoʊtə][|kwəʊtə]: A quota is a fixed maximum or minimum proportion of people from a particular group who are allowed to do something, such as come and live in a country or work for the government. -> quota란 사람에 대한 고정된 최대 또는 최소 할당 수를 말한다. 어떤 사람들에 관한 할당이냐면, 어떤 나라에서 살고자하거나 정부를 위해 일하고자 하는 것과 같이 뭔가를 하도록 허용된 특별한 그룹으로부터 온 사람들이다. -> 할당 인원
유럽 연합체에서 연합의 결핍이 있다라는 사실을 인정하면서, 유럽 연합 집행 기관 수장인 진클라우드 정커가 인원 할당 시스템의 부분으로 이주자들이 분산되어야 한다고 제안했다.
